It certainly can be normal.  I would take her to the Pediatrician for a check up, because she may have a foreign body or other reason for irritation and be "scratching" rather than masturbating.

My daughter is the same age and does the same thing....its completely normal.  Just exploring.

Kids explore themselves a lot of different ways. My brother stuck tiny beans in his ears when we were little, and when we arrived at the children's hospital emergency room, there was a little girl who had shoved pennies in her v****a because she wanted to be a piggy bank, and a little boy who stuffed french fries up his nose while his mom was driving the car.

My aunt was mortified to discover that my 2 year old cousin was masturbating herself with the car seat strap!

It's all kind of gross, but perfectly normal for a child to explore their body.
