  1. As long as you have long distance it shouldn't matter.  If you don't have long distance service, calling outside of your local area is blocked and you can't make the call.  That goes for everyone!

  3. Unless you don't have long distance service on your phone, there's no reason you can't call out of state, and vice versa.

Well if the phone is out of its original state, then when it calls the "local" phone it will still be out of state because the cell phone is still connected to the networks from the other state.  So it would just like a local phone calling out of state just because of how the networks are set up.

  7. If you correct your terminology, you'll get a better understanding of how it works.

    All phones can have the same features available to them.  A phone that can only make local calls happens only because the person asked the phone company to restrict the phone.  To do this, the local Central Office (generally within 5 miles of the home) has a software switch set that PROHIBITS that phone from making toll calls.

    A phone that is unrestricted can make long distance calls.  So, these phones can call any phone number.  The system doesn't say.... hey, the person you are calling isn't able to make long distance calls, so I'm not going to dial their phone number cause you're just too far away (i.e. they don't want your call).  It lets the call go through.

    Now, if the person having a toll restriction (local calls only) also purchased a service restricting other phone numbers from calling it, except those on a particular list.... or they have to be unprotected (caller ID present) calls to accept, then the feature will look at the incoming call and make that determination if the call is allowed.
