No.  Intelligence has NO sexual bias.  In my opinion it is the male that seems more ignorant.  Just take a look at all those Islamic men rioting because someone made fun of their Deity.

You wording is a bit vague, by weaker, do you mean tensile strength or resistance to compression? To the best of my knowledge the female brain is made of the same chemical compounds and physical structure as male ones, so my guess is that in both measurements it would work out the same :)
