I know what a 21 team bracket looks like, it is a 16 team bracket with 5 pigtails. where do I put each team?

I have found blank brackets on line, but none show where each seed should be placed.

i guess the top 3 seeds get a bye so you would have #4 vs #21, 5 vs 20, and so on.  looks like 20 teams would be easier.  or round robin.
