  1. It slows the car down  it gose in the carb


  2. A restrictor plate is bolted between the carburetor and intake manifold and restricts the amount of air in the air/fuel mixture before the mixture enters the combustion chambers. With less air in the mixture, horsepower is reduced. It is the opposite of forced air induction (turbo or blower)

  3. It is a piece of metal that is square and it has four holes drilled in it.  It is about 4" X 4".  and it is about 1/4" thick

  5. It is a  thin piece of metal with 4 holes in the center that is mounted between the carburetor  and the intake manifold.  They use it in Nascar to keep speeds down for safety reasons.

    It limits the amount of air that enters the engine therefore reducing the amount of horsepower of the engine which in turn slows the car down.  Like  the governor in your car.
