what is the line on a music staff that separates the measures?

It's called a bar line.

Every bar has the same number of beats in it (unless the whole time signature changes at a certain point during the piece)

Of course I know what a bar line is. That's taught in Day 1 of music class. Anyone who's ever had any kind of musical training knows that.
