that is perfectly fine..one year apart doesn't matter, maybe he stares at you cause you're pretty or cause he likes u....but u r too young to be going out- so just have fun being liked or liking someone, and yes it is ok to flirt a little- just don't get all obsessed with this guy cause it's ok, no need to freak just treat a guy lik u would a good pal.:)  hope it helps
