  1. Ask the insurance company. They should be able to tell you.


  2. You do not need to haave a license to  register title to a car. But to have registration you must have insurance. Before mandatory insurance I had a car in my name at 14. It was supposed to be my project car to work on for when I turned 16. It was registered as Non-op. Sold it before I got a license though.
