I live in Cali and want to adopt but do not have much money..I do not know where to start??

Talk to the local child welfare office and let them know.  Adopting through the foster program is a good way to foster and child and maybe adopt that child should he/she become available for adoption.

There are many programs for training, etc.  Not much money, in fact none out of pocket.
