  1. Nope, you need 10 people with CDL licenses.


  2. The link below lists the requirements for a CDL license in Illinois.  

    From the looks of things, you do not need a CDL or a passenger endorsement to drive a Limousine.  

    You may want to contact the Illinois department of licensing and ask them directly.  There might be something not listed in the website below.
