Now is definitely a good time to look for a house in your area.  One of the things to consider is targeting some of the newer developments just to your north (Rockdale / Gwinnett County line area).  There are a lot of new homes there that are being marketed significantly below their original values - resales where the original buyer bought more house than they could afford and new homes where the developers have had to drop prices because of the slower market.
