Be creative take her to dinner at pier 39 if she likes that stuff by her something you know she might like many shops all around my best bet would be to take her to San Rafeal's mall its pretty large, but hey it's what ever she might enjoy. im 17 myself and find many things to do on my B-days California is HUGE man.

if she's 16 and you want some fun go to FUDDRUCKERSSSSS its like a chuck e. cheeses but its really funnnn.

You should see if she wants a party first. If she does, I'm sure that she already has planned it. Don't try to do a surprise party, because she'd probably want to control the guest list. Here are some ideas though:

Ice Cream Party (tubs of ice cream for people to eat and mingle)

Dance Party

80's Party

Flapper 60's Party

Makeup Party

You could even let her invite some girlfriends to a hotel for a night, and you just stay out of her way while she enjoys herself with her friends.

take her to THE RAIN FOREST CAFE they have good food and a fun atmosphere for dining with someone her age

Get a reservation on a dinner/boat cruise around the SF bay for her and a few girlfriends.  Or go stay at a hotel and let her bring some friends.  You could also take her to ASIA SF restaurant where the waiters are drag queens.

One of the restaurants along the Embarcadero near the Bay would be memorable.  The restaurants vary according to the budget: Palomino, upstairs at Gordon Biersch Brewery (fun even if the party is for 16 year olds), WaterBar, Slanted Door, MarketBar or go as far as the ballpark - Momo's, Delancey Street.
