1. How can I stop them from continuing to call?

2. Where should I report this to?

Well if you have a modem you can block the numbers using your computer and this  program called ColdCallBlocker can find it by google.

I suggest you report these calls to two sites.

By posting the number there other people will be able to report the call and get you information on the callers.
