You live in Canada, How lucky you are. I think you should go on the internet and ask the American government for a  grant to start your small business and you will have a better chance then I would being an A MERICAN AND ALL. GOOD LUCK

I'm assuming you have a great idea for a small business already.   Some things you'll need to do:

1. determine if there's a market for your product or service?

2. a business/marketing plan

3. determining how to set it up (ie incorporated, partnership, sole proprietor)

4. register your business (things to consider like PST or GST depending on the type of business)

5. getting financing if you need it

6. marketing/promotion of your product or service

7. possibly getting help from professionals - lawyer, accountant, banker

alot of government sites have helpful hints like Canadian Revenue Agency.  also try the BDC site (Business Development Bank of Canada).
