I live in Troy NY and I wanted to know if anyone can tell me where there is a legit appraisal store ?

to get a 130 year old picture thats been passed down in my family for years appraised at its highest value if its worth alot I wanted to get insurance on it that is why im trying to go to the right place?please someone help??

Find a reputable antique dealer in your area.  Most shops offer appraisal services for items like yours.   Be prepaired to pay a fee based upon the "value" of the item.   My suggestion, is in that you seem to be looking to sell the item. Place it on consignment with an "Art" Dealer who deals in like styled pieces.    In most situations, it is recommended to leave the piece as you've found it.   Do not attempt to clean, or have a non-skilled person do anything to "improve" its appearance.    Anything you do, could "devalue" the piece.   Also, if you are selling the piece, if it is suggested that you have it "Restored" by a professional, all that you will be doing over all, is reducing what ever you expect to get out of selling it.   "Restoration Services" expecially on artwork, is extremely expensive, and I only suggest such work be performed when and only when the owner wants to preserve the piece for their own personal use.    You might want to check with several "Appraisers" before settleing on ones valuation of the piece.
