I live in a rowhome with a 1 story garage on one side. I need to re-stucco the upper wall but..?

the garage owner will not let me. What can I do?

You see, I live in Philadelphia. There was a rowhome on the side of me. The city tore it down & stuccoed my wall. Then they sold the lot & the guy who bought it built a 1 story garage. I have a 2 story home & now the outer wall of the 2nd floor needs new stucco. But the guy said I can climb on his garage roof bc he thinks it will get damaged. How can I get this done? Not expensively either. Does the city have any responsibility in this? Please help. Thanks
