I live in an apartment and I've got clowns ot the left of me and jokers to the right.so what can I do...??

Both sets of neighbours are noisy as h**l and bug the c**p out of me. I'm always putting letters on their doors to shut up...Just today one of the neighbour's chiuhaha (sp?) crawled under the balcony divider and was on my balcony barking and wanted to come inside! Another time I saw a cigarette butt on my balcony carpet,,the white chairs I have there were also marked up by matchstick marks when I returned from vacation! I told mgmt they say "Put it in a letter..." it does no good... any suggestions?!?!?!

The dog- let it in and call the pound, when they get quiet you start raising cain. Do everything back to them but worse. They should get tired of it. Go off for the weekend and leave all your tvs on full blast, music and all. Start letting your guests throw their trash on your neighbors balcony. Then, we they come to you bit**ing and complaining, tell them "oh, I thought thats how we did things around here" I figured if I couldn't beat ya'll, I might as well join ya'll". You'll think of something. I always make sure my neighbors think I am crazy and they never mess with me. One of my favs: when they keep knocking on your door, one time just start banging on and kicking the door from the inside, yelling 'what do you mfs want, oh lord jesus help me have patience with these fools?' get crazy

Management is being whimps.  Sounds like a battle you really can't win if management won't back you up, so you probably ought to start looking for another place to live.

If letters don't help, talk to them directly. If they are smart, they will be more considered, then nothing can make ones life in an apartment building harder then an annoyed neighbor.
