I live in an apartment on the 13th floor. Do flies and mosquitos fly this high? Do I need a screen?

they tend not to fly more than 20-30 feet up.. you could climb a tall tree and not really find many..

but if they do find their way in the lower levels they will go through the halls and stairwells and such like billy said

Probably.  Even if they don't fly that high they may be caught in updrafts and get that high.  I have seen grasshoppers at 5000 feet above the ground.

They won't fly that high,if they get in your apartment they will come up through the building.
