  1. It depends on where you were born and where the adoption took place.  Were you also born in Israel?  

    I would suggest contacting the agency or lawyer who handled the adoption and asking if your file can be opened.  If you were adopted in any country other than the United States, you should hopefully be able to obtain your information.

  3. You should be able to do that, I think the USA is the only country in the civilized world who seal their records
