Which particular locality would my brother lives?Note that it is 40 minutes if there is no traffic.

Well, if it's forty minutes from Preston, that's a good clue that we're talking about the UK.

You live in Manchester and it takes you forty minutes (with no traffic) to get to Preston. I reckon you could shave ten minutes off if you put your foot down.

But as for working out whereabouts in Preston your brother lives, based on the limited info you've given us..... no-one has a cat in h***s chance of knowing. What is the question exactly?

If, when you said 'locality', you meant to say 'county', then it's Lancashire.
