  1. If the car is not yours or never belonged to you - you cannot apply for a title. Don't even try it - I got into trouble for the same thing.

    If the car was yours - then you can call your local police - who will give you a green slip - after doing an inspection of the car (to see if it was stolen and such). You simply take the green slip to the Secretary of State office and you ca get a new title!


  2. Abandoned where?  If it's sitting on property you own or live on, that's one thing.  If it isn't on your property, you can't.

    Clearly the police can deem a vehicle abandoned on public or private property and have it towed.

    (1) The city may impound vehicles on public or private property and remove them...

    But that doesn't answer your question.

    Most states have a procedure where you check to see if a vehicle is stolen, if not you notify the owner to remove it or pay storage.  If they don't, you can get title in lieu of payment.  Your local tow company should know the rules regarding abandoned vehicles, or the DMV.  Call and find out what it is for MI.
