  2. Mountlake Terrace is definitely considered to be in the Puget Sound area, being only 3.7 miles from the Sound.  Your area shows surprisingly few earthquakes.  According to USGS the last earthquake above magnitude 4.0 was

    Severity : Moderate earthquake

    The epicenter was about 20.3 miles East of Montlake Terrace.  There were about 7 small quakes in that area (SE of Monroe and ENE of Duvall) in '96.  I recall three that could be felt on Phinney Ridge, but they did no observable damage.
