  1. Your location may have specific laws that prohibit this, but I doubt it.

Generally, anyone can put a camera on their property and record what happens, even if that camera happens to catch a neighbor's house.

Now, if he is using cameras to record what is happening inside your house, that would be illegal without a warrant.  Or, if he is using the captured video to harass  you, then that action would be illegal.  Of course, it is up to you to prove his culpability.

Why don't you go over there and talk to him about it.  Tell him you noticed the cameras and were concerned that they appear to be able to see your house too.  He might just show you what they can see so you can quit worrying about it.  He might also just tell you to take a hike.

  2. You have no right to privacy in that which you expose to others.  If he can see, he can look.  If he can look he can stare.  If he can stare he can tape.  If you want privacy, draw the curtains.  BTW, what are you doing constantly checking out his activities in his own place?

  3. If he uses it for virtually anything that provides him with any kind of gain, I would say you would have no trouble at all, with a harassment law suit.

Otherwise it may be regarded as nothing more than an unmonitored security camera.

  4. First of all you have to prove he is taping you.

Depending on lens type, his cameras may not even see your house.

He may be covering his fence area or back yard.
