  1. Yes.  Last night may have been better, even though the PEAK is tonight, the moon will be a little brighter and be lingering around a little later.  Your radiant is going to be lower in the sky than mine (in Minnesota), but this shouldn't make the viewing experience too inconvenient.

    Your best bet would probably be after 2:00a.m.  Your radiant will get higher in the sky as you get closer to morning.  I wouldn't suggest going out much earlier than that if the only thing you are interested in is the Perseids.  Although there are plenty of good summer sights to keep you occupied until then if you're interested.

    The best suggestion is to get away from any major cities, (light pollution is an astronomers nightmare) and have a full view of the sky, devoid of as many trees, buildings, and clouds as possible...  the last one you probably won't have much control over though.
