I live in the lower half of a Duplex and the Fuse box is in the upper need advice?

Does anyone know what's going to happen when the Building In specter come this week? What will he make my Landlord do? To me It does not seem safe what If I need to shut down the Circuit breaker for some reason and I can't. By the way the bottom where the C.B and fuse box is empty,so If I needed in there in a emergence I can't get in.

There is supposed to be one in each unit.....by law!

you have to have access by law, your landlord will be fined for renting a single family home as a duplex
