I live in the upper half of a Duplex and the Fuse box is in the lower?

Does anyone know what's going to happen when the Building In specter come this week? What will he make my Landlord do? To me It does not seem safe what If I need to shut down the Circuit breaker for some reason and I can't. By the way the bottom where the C.B and fuse box is empty,so If I needed in there in a emergence I can't get in.

That's kinda illegal for it to be set up that way... get an inspector by and have him check out the electrical stuff..

It is not illegal to be set up that way, just inconvenient.  I own some older duplexes that are set up that way.  The building inspector will not make the landlord change the wiring or the way it is wired.  As long as you dont overload a socket there should be no reason for you to have to shut off a breaker as more than likely you are not allowed to do any remodeling or repairs.
