  1. If you are in the UK on a residence permit then I assume from this you do not have an EU passport.

    If this is the case then you will need a visa to visit Malta.  

    Normally applications for visa's have to be made from your home country, but you can contact the Maltese embassy in the UK to see (given your circumstances) if you are able to apply in the UK instead.  Here are the details of the representation in the UK (including the website which should give you more information)
