I live on Hawaii, I think I have Citrus Snow Scale on my tangerine tree. How do I treat this?

This is an 8 year old tree in it's 3rd season of bearing fruit. There is a thick white scale on the trunk and several branches. I spray it off using detergent and neem oil but it returns. What can I use to treat this that does not adversely affect the fruit?

  1. You might need to spray it with a fungicide.
