I look like I do heavy drugs but I dont, how can i change that?

It's because my eyes are always so red from contacts, and I have huge bags under my eyes. Everyone thinks i'm high as h**l or something, but the truth is i've never done drugs once. I always make bad impressions on people because of that. And I attract the wrong people, constantly get asked if I have a light, but i don't smoke, even cigarettes.

What can i do?

Contacts: have you tried using eye drops?  Or go to the eye doctor, because I wear contacts and my eyes aren't that red.

Drink tons of water and get lots of sleep.

why do you care what peolpe think of you? if you know you don't do drugs why do you care that others believe that you do? get some self confidence

You must be wearing hard lenses. Vi sine makes an eye drop for the redness (for contact wearers,) but it won't get rid of the bags.

You have four outs:

Glasses.

Plastic surgery to get rid of the bags.  Hard contacts cause that.  (Not recommended!)

Switch to soft lenses.  They make them now for people with astigmatism, and they do not cause the bags. Not if your eyes are dry though.

Fourth would be Lasik surgery.  The redness and the bags   would be GONE.

I'm not sure if the new soft lenses cause the redness or not. If your eyes are dry, Lasik would be the way to go.  It's very safe now.

If it really bothers you wear glasses.  They have awesome glasses now.  

They have over the counter cosmetic creams and roll on stuff for puffy eyes and darkness under the eyes.  They also have eye drops for red eyes.  

Try those and see if doesn't help.
