then moved around.

If your parents were in the US military and you were born on the base, you need to talk to the military about getting your birth certificate.

If you were born in Germany, you would have to google standesamt + birth place and you should find the website of the city and be able to order your birth certificate from their records.

You can also use a website such as http://www.germany-service.com/birth_cer... or https://standesamtauskunft.de/Default.as... to order your birth certificate for you but it costs more.

If your parent(s) were US citizens and registered your birth at the US embassy you can get a new birth certificate from the US State Department, not the military.
