  1. There is no requirement that you must have a drivers license to pay an insurance premium.


  2. Lost, as in "suspended"? If you and your Mother are on the same policy, you may be required to sign papers that you will not drive the vehicle. Had a friend who's wife got a DUI and this is how he got it worked out. If you sign the papers and get caught driving or in an accident, the insurance will not cover it.

  3. Sure why not, you don't need an ID if you mail in the payment, and if your mom rights a check out for the payment all you need to do is drop it off and you don't need an ID for that either.  You should go a head an get a replacement for your license most state you have so many days to do so with out having to do the whole thing all over again.  Although if you are getting a new policy with an insurance company for the first time then yes you will need to have a drivers license and traffic abstract.  You can always call the insurance company and ask them if you need a License or ID to make a payment.
