I love to fish, is it illegal to use steam rolled oats& laying mash to chum panfish in your beautiful country?

I have fished in Fla. for over 15 years & have used this combo. for fresh water, salt water and it works great on most species of fish! P.S. ducks like it also !

I live in Ontario and fish for pan fish often its fun ,not that I know of could you please tell me how you use it

no its not check out florida fish and wildlife to find out the laws in your state

I've lived in Florida all my life.  Depends on if the game wardens see you bait the place where you're fishing!  Anyway, there were these 2 guys that were at a small pond down in Florida, they were fishing for panfish with dynamite.  They had a video camera out in bushes near the pond filming themselves.  A game warden came up on the scene and caught them.  He got his citation book out, and one of the guys handed him a lit stick of dynamite, and ask him, "You gonna write that ticket, or fish?".
