  1. Some companies may consider technical knowledge of their specific industry an advantage for their human resources personnel to have, but such a generalization seems inappropriate for the broader range of companies.

I suspect that what really occurred is that you were given a gentle refusal.

Please try to see this from an employer's perspective.

If the application/interview process includes anything written, as would logically  be required of HR personnel, then the query you just wrote here may indicate that the technical knowledge they seek  is in your ability to use the English language correctly and well.

I will offer the following with the hope that you will see value in it, and that it will enable you to improve your skills and your chances in the workplace.

    1- "Texting"  is NOT writing,

    and

    2- Correct spelling IS important,

    and

3-Grammar IS next to spelling in importance,

    plus

4-Capitalization of words is done according to a set of basic rules. Example: the word "I", is never used in lower case.

A reality is that if you are a university graduate most potential employers will feel you should meet certain standards, and those standards include your ability to express yourself well, in speech and in print.

In the Human Resources field this is extremely important because:

    A-

Writing is an integral and regular part of human resources work, so what you write and how you write will be how a reader perceives the company itself.

    B-

Your writing abilities will factor very strongly into your ability to deal with people.

    C-

Every company must  consider the legal implications and other liability issues which may easily follow the results of your written work.

The first thing to understand is the application and interview process. You have unlimited time to prepare such applications, and unlimited time to ensure the application and all accompanying support documents are letter-perfect.  A failure to observe this reality will very often ensure your failure as an applicant.

Remember, please, we are trying to see this from an employer's perspective.

Stated candidly, if it were my position to consider your application for HR employment, and you submitted something written in the manner you have used here, the interview process would come to an immediate halt, and you would be declined.

Take the time to improve your skills and you may gain  opportunities for a better life.

  3. Degree course in any Technical field through correspondence is practically not advisable and not possible. On the contrary you may check and find out some Colleges at your city where you can study - part time, evening and week ends classes.I am sure you can find one suitable to you.
