So the second part of your question as to a recipe to make it...

Start with 1 shot of espresso.  Your espresso maker should have some guidelines with how much coffee and water to use for that type of machine.  Start with fresh ground coffee and use filtered water if possible.  This is part of Starbucks method.

Once your coffee is going, steam an amount of milk equivalent to 6 ounces.  1 shot of espresso and 6 ounces of milk will make a grande sized drink.  Lower fat milks (2% and skim) actually foam better than whole milk so you might want to consider using them.  Steam your milk per the instructions for your coffee maker.

To assemble, put 1-2 tablespoons of hazelnut syrup in the bottom of your cup, pour the espresso over it and then add the milk.  Enjoy.
