Don't you think it's best to ask your spouse first regarding obtaining a Dutch citizenship?

I believe for the least he knows the laws of his country.

Before you get passport you have to be a citizen. You may be qualified if you live there for past five years.

If you have been living legally there, with the proper documents, consider the "option" method to gain citizenship.

they've had some citizenship reforms in 1985, but i've seen no evidence that dutch citizenship law reflects the united states. see here:
