I would first spend money and copyright the idea (do something to protect it so ppl wont steal it). Then get in touch with Noaa.

Its a gov't agency and will consider ur idea if it is good.

The only way I could think of that would stop a hurricane would be to keep putting a ton of ice in the ocean. The hurricane gets its power from the warm waters. That would probably cost a ton of money.

it depends on what ur thinking.........the national weather system does reasearch bout that.....search them online and email or call them...

You could write a proposal for the National Science Foundation.  Hurricanes are quite big, though, so I hope you're thinking on a large scale.
