  1. Search on Ebay for "Dawes"...I just got one a few months ago and I ride it to work everyday.  It is heavier than some bikes, but for the price ($199-free shipping) I have been very pleased with it.

  2. If you budget is 200 dollars, you wont be able to buy a aluminum frame. I suggest you get a steel frame which is cheaper than aluminum.

  3. Well if your going used then I would check craigs list or ebay. Look for a bike this is close to you so you can check it out before you buy it. Normally a bike shop starts at around $700 and up, so that looks out of your price range. I would use craigs list first, but it takes patience and can take up to several months before a good bike in your price range comes along. If your wanting a decent commuting road bike, then you can check out some of the lower end Schwinn road bikes for around $200 bucks such as this Schwinn 700c prelude. You should probably go by a bike shop just to get your size so you can get a bike to best fit you. Kent also makes a lower end road bike called the GMC denali that is around $150 and not a bad commuter. It comes in 3 sizes and he has put about 1000 miles on it in a year with no problem. Hope this helps.
