Yes, it is possible, you will have to borrow the funds from anyone who is having paypal. Creating an account is possible without Credit card.

Awsurveys.com is a fraud site. Why don't you apply for a free credit card?

It is a scam..anything that has something about surveys is and so are all of those work at home online things, don't fall for it! And by the way, if you are in doubt about how paypal works go to their website and read up on what they have to offer. Don't trust people on this site!
