possible answers:

a) are congested in consumption.

b) are typically consumed jointly.

c) can't be provided in the private sector.

d) are always excludable.

  1. I would say B.

    It's definitely not C and D, and I don't think they are congested in consumption. For example, air is a non rival good, but is not congested since we will all be able to breathe it in regardless of whoever else breathes it as well.

    I think B is the most plausible answer.
