I need I definition for "Special Children"?

My mom is working on a report and she needs just a definition on "Special Children"

  3. Special needs children are affected differently some physically,intellectually,emotionally and some socially. A child that finds it difficult to adapt to normall everday activities due to a disability. Children that need extra or different help from other children of the same age .Special needs children either have difficulties with learning or may have a disability.  Children making slower progress or at a diffrent rate to children the same age.

    A child with special needs is a child who has a need that is different from the 'average' child.
