Not sure what you mean by cheap - any mobile phone costing over 30 quid will have the facility to record video but quality is an issue.

For less than 100 quid you could get the Flip Ultra - started off in the USA and got really good reviews now its available in the UK (see the review below).

Video quality is likely pretty bad too... but it is cheap.

There are most likely used ones out there cheaper than this, but chances that they don't work at all are probably pretty high...
