  1. Malaga Spain has reasonable hotels.  It is on the beach and is great.  It is also close enought for a day trip to Morocco.


  2. I think Trafalgar tours offer cheap and wonderful tour packages. I've never tried Trafalgar, but I know of some people who have and who have enjoyed their trips. If it's touring you want, perhaps they're your best choice.
