  2. Sylgard by Dow Corning is used at a spray on coating for insulators on power transmission equipment. It cannot be applied energized because of the solvent. Dow licenses people to apply it.

    If this is a hobby item (van de graff generator), then elvamide or calaton could be bought in small quantities and applied by you. I don't know if the dielectric on those is that high.

    Araldite epoxy is used to patch Bakelite. There are many different types of araldite, so you should contact the sellers at the third link and see if they have something that meets your requirements.

  3. High tension wire have the coating.  But left out the amperage, which is more the controlling factor for high voltage.  Second, are looking at just wires or more?
