Actually I know where he is but he has a grudge against me and will not sign off on the lein even though I paid off the car 2 years ago. I dont think I can even take it to the junkyard without a clear title.

  1. Live dangerous have someone sign it. you have your receipts, what is the guy going to do accuse you of forgery? He has a fiduciary responsibility to release the lien once it is paid for and you can take HIM to court but that is civil and cost you money for a lawyer. Organize all of your receipts and the contract to show that the bill is paid and just sign the bloody thing and get the lien released.

Make sure you have paid everything off first.

  2. Hopefully, you have documents that backup the fact that you paid for the car. You can contact a lawyer to write him a letter. You could go to your DMV and show your proof and tell them your story. Thats all I can think of.
