  1. if you are a pro or want to be a pro, there is no alternative, free or other wise ... there is Photoshop Elements for under $100 that has nearly 80% of the features pro photographers use

    For just general photo manipulation, try Kodak's free Easyshare, photofiltre, Picasa2 or GIMP ...  


  2. If you want the general feel and layout of Photoshop, get the modified version of GIMP, GIMPShop

  6. As already mentioned, Photoshop Elements is about 80% of the full version, and can typically be bought for under $100. I think Paint.NET is more than enough for most amateur photographers, and it's totally free. The GIMP is really ugly and hard to use - I wouldn't recommend it.
