I need a residency visa/permit for Spain, can anyone give me guidence?

I need a residence visa/permit in Spain, but it seems that all the law offices charge fees just to listen to my question. I am an American citizen but I am currently travelling in Europe (without a permanent residence here). I know that I need to get my NIE in Spain, but where do I get my residency visa/permit? Do I have to return to the US to get my residency visa? Do I need my NIE before applying for my residency visa? Is there any way that I can apply for my residency visa/permit in Spain without ever returning to the US?

Other information:

I own my own company so I will not have a work sponsored entry.

I am married and my husband is also an American citizen

For travelling to Spain you do not need a tourist visa. Just show your valid passport.

If you want to work there, please contact a Spanish Consulate in the US for more information, or go to the US Embassy in Madrid upon arrival for more details. I'd check in the US before leaving to Europe though.

What you first need is simply a travelling or tourist visa... You should be able to get that wherever you are in Europe at the Spanish Embassy or Consulate of that city/country. (Actually with a valid U.S. passport you may not even need that to come to Spain), but you are safer asking.

Once you have arrived in Spain, and picked where you are going to live, go to the local authorities (policia nacional) and apply for a residents permit, and also  your NIE, you get them together all in one place and included in one document. (At least that's the way it is where I live, although rules and regulations change every so often). For your first request you will need bank affidavits saying you are solvent, photos, and probably something more (sorry my first was so long ago I forget exactly what they asked for!)
