You would choose schools you're interested in, go to their web sites and apply. If accepted they ill give you the paperwork to get a visa. It is quite hard to get such a scholarship, you would need very high grades and very high scores on the SAT. Few schools offer full scholarships and your family will be asked to contribute something in most cases.
