I've been using WinFF (a windows front-end for the DOS program FFMPEG) to convert video formats, FFMPEG (on its own) can also extract frames from a video and save them as JPEG images, but (AFAIK) it extracts ALL the video - not just the one you want!

1. install powerDVD or win dvd

2.play cd or dvd

3.click on capture icon(like camra)

   it will store the picture in powerDvd under my documents

hay dude u can try vcd cutter it is a best software u can not only cut image but also make small clips  just searce vcd cutter in yahoo or other and download it ok bye ur well wisher
