I need a talking computer?

Question

does anyone know wat those thing are called where u type something in and it repeats it in a computer voice or watever. this is often used for those who cant speak. basically the computer says watever u type. so anyways could u tell me what it is and also if u can can u give me a link to a website that has tat and that is free with no cost at all. i have like tonsilitis or something so i cant talk. so please i am hoping that u can help me and then if not and u cant understand it then just let me know
