            No you don't,

      Just start a rebellion in any street, and the gards will find you, (eventually) but honestly, 999 will usually put you in touch with a car full of 'em, or a barracks full, or a quiet room at the back of the pub you are rebelling in, we can't have you causing a bit of a ruck in a noisy and musical environment can we now?
